system which (1) regularly collects monitoring data on service system characteristics (e.g., service supply and utilisation, patient characteristics and outcome), (2) analyses these data in terms of effectiveness, adequacy and efficacy, and (3) continuously tries to improve the system using (4) new research knowledge.
Method: After the description of adaptive learning systems and is working principles, the available information from German monitoring data and selected health political and practical consequences from these data are described. Suggestions are discussed to improve the available monitoring systems as well as the quality and adequacy of current services.
